As with other organizations, the Navy is constantly changing. New policies, rules, regulations, and uniforms are a regular occurrence. However, the more things change the more they stay the same. Some changes are not really new, they are just newer versions of older policies, rules, regulations, and uniforms that had been discarded years ago as being old-fashioned.
